J. Patrick Kelly is a former Vice-Dean and Professor of Law at Delaware Law School. Professor Kelly received a B.A. from the University of Delaware in 1967. From 1970-71, Professor Kelly was a Visiting Lecturer in Law at the University of Nairobi, Nairobi, Kenya, with the Harvard Africa Volunteer Program. Professor Kelly earned his J.D. from Harvard University Law School in 1972, where he served as a member of the Harvard Civil Rights-Civil Liberties Law Review.

Following graduation from law school, Professor Kelly was Special Assistant for Legislation, Office of General Counsel, Federal Trade Commission, Washington, D.C., from 1972-75; Attorney, Bureau of Consumer Protection, Federal Trade Commission, 1976; Assistant to Director, Bureau of Consumer Protection, Federal Trade Commission, from 1977-80.

Professor Kelly then served as Visiting Fulbright Professor of Law, Makerere University, Kampala, Uganda, from 1980-82. From 1983-84, he served as Counsel, Subcommittee on Economic Stabilization, House Banking Committee, House of Representatives, Washington, D.C.

Professor Kelly joined the faculty at Delaware Law School in 1984 as an Associate Professor of Law. Professor Kelly has served as Director of International Programs at Widener from 1992-97 and Director, Graduate Legal Studies, from 1994-96. He has been Founder and Director of the Nairobi International Law Institute (1987-95; 1999, 2000, 2003, 2004, and 2009), Director, Sydney International Law Institute in 1996, and Professor, Venice International Law Institute, 2010.

Professor Kelly is admitted to practice in the District of Columbia and the United States Supreme Court. He teaches and writes in the areas of International Law, International Trade Law, International Environmental Law, International Business Transactions, Administrative Law, and Constitutional Law. Professor Kelly has been active in a number of professional and civic organizations, including the Delaware Bar Association, Chair, International Law Section, 1995-96, Executive Council of International Law Section, 1994-98, American Society of International Law and the District of Columbia Bar. He currently serves on the Advisory Board of the International Economic Law section of the American Society of International Law.
